Changes in the Judiciary System: Game of Chairs – Lequotidien

President Sall took some major decisions that have shaken the Temple of Themis to its core. In a meeting of the Supreme Council of the Judiciary (Csm), Macky Sall proceeded with the appointment of the successor of Cheikh Tidiane Coulibalyat the Supreme Court, Ciré Aly Ba, who will be replaced at the Court of Appeal of Dakar by Amath Diouf who was the prosecutor of the Republic of Dakar. Abdou Karim Diop and Ibrahima Bakhoum become respectively the head of the Dakar Public Prosecutor’s Office and the Prosecutor General of the Dakar Court of Appeal.

In its last two editions, Le Quotidien had announced profound changes at the level of courts and tribunals. And the big move has obviously taken place, as the Superior Council of the Judiciary (CSM) took strong measures, perhaps revolutionary, at its meeting on February 20. Ciré Aly Ba was appointed First President of the Supreme Court to replace Cheikh Tidiane Coulibaly, who has retired. While the former administrator of the Extraordinary African Chambers was First President of the Court of Appeal of Dakar since the departure of Demba Kandji to the presidency and then to the Mediator of the Republic. For this appointment, it is almost a departure that the CSM made during its meeting yesterday. Since the re-establishment of the Supreme Court, there were internal promotions: Pape Oumar Sakho was replaced by Mamadou Badio Camara, who was Attorney General at the High Court. Mamadou Badio Camara was also succeeded by Cheikh Tidiane Coulibaly, who was the PG of the same institution, which is still held by Mamadou Mansour Mbaye.

For Ciré Aly Ba, it is a consecration to land in this position that whets the appetite of all high magistrates. In another life, the former prosecutor of the Republic of Saint-Louis was also the administrator of the Extraordinary African Chambers, which organised the trial of Hissein Habré. The Public Prosecutor’s Office at the Dakar Court of Appeal has also changed its head: Ibrahima Bakhoum, Solicitor General at this court, takes over from Ousmane Diagne.

In addition, Ciré Aly Ba hands over the Dakar Court of Appeal to Amady Diouf, who was public prosecutor at the Dakar Regional High Court. Abdou Karim Diop, who was a deputy prosecutor, becomes the head of the Dakar public prosecutor’s office. Samba Faye is the new public prosecutor of Kaolack, replacing Alpha Ousseyni Diallo; Saliou Mbayebecomes Pg of Ziguinchor. While Cheikh Ndiaye is no longer First President of the Court of Appeal of Saint-Louis, he is the new First Solicitor General of the Supreme Court. He is replaced by Ousmane Chimère Diouf.

As Le Quotidien revealed in its Monday edition, the Supreme Council of the Judiciary has reworked the High Court and the District Courts. For example, Moustapha Fall becomes the president of the Dakar High Court, replacing AbdoulayeBa. There were changes in Mbour, Rufisque, Oussouye, Dakar, Salémata, Pikine-Guédiawaye, Kaolack, Kédougou… This time, the pre-council was not held as it is regularly done.
